My bank doesn't allow foreign transactions and there is a website I would like to buy clothing from but it's based out of the UK. If I pay through my PayPal account, will I be allowed to buy from the site?

I dont see why not,Paypal is a US based company,it will charge your credit card or bank account in US $ and send it to your SELLER in UK.
If he is asking GBP,then you pay Paypal 3% conversion to convert the US $ to GBP
