Are funds on hold included in my available balance?

I have a ebay sale that I have agreed to refund to the buyer as soon as I receive the merchandise back.

I see the payment is on hold.  I am assuming that payment is not included in my available balance.

I want to make sure I have enough in my paypal account to refund the buyer once I receive the merchandise back.

I am asking the question as the faq section did not give what I believe to be a clear answer.
