Are Paypal transactions instant?

I have been waiting for a refund from a seller on depop (for losing my parcel) for three weeks and in the last few days she has said my refund is processing. I though Paypal was instant so is she messing me around or is it genuinely still processing ? I have already opened a concern and am worried she is messing me around/trying to avoid paying a refund and I don’t know whether to escalate it to paypal.

Here's how refunds work:

How your money is refunded depends on how you made the original payment.

* If you paid with a credit card, the money is refunded to your card.
* If the card you paid with is closed or invalid, the money will still be refunded to your credit card account.
* If you paid with your bank or PayPal account balance, the money is refunded to your PayPal account.  After you have received the refund, you can withdraw money from your PayPal balance to your bank account.
* If you paid using a credit card and your PayPal account balance, the amount paid by credit card is refunded to your card.  The remaining amount is refunded to your PayPal account.
* If you paid using PayPal Credit, the amount is refunded to your PayPal Credit account.
* If you paid with a debit card, the amount is refunded to your debit card.  If the refund cannot be applied to your debit card, it will be applied to your PayPal balance.

Refunds to credit or debit cards can take up to 30 days depending on the card company involved.

Now the question is, did the seller or merchant actually do the refund ??   If they did, did you get any notice of the transaction in your PayPal Account Activity section ??    If you have no notice of the refund and it's been several weeks, then you should open a dispute in the Resolution Center requesting the refund, if there's no response from the seller, you can escalate the dispute to a claim.

Dispute:

* Login to your account.
* Click on "Help".
* Click on "Resolution Center".

You can open a dispute if you didn’t receive your item or it’s not as described.   You can open a dispute within 180 days  of the transaction date.   By opening a dispute, you can communicate with your seller in the Resolution Center.    You can request a refund, return the item, and/or ask the seller to re-ship the item.   With a dispute, PayPal doesn’t get involved or decide the outcome.  If you can’t resolve the issue, you can escalate it to a claim.  You have 20 days to resolve a dispute.  After 20 days the dispute will automatically be closed and you won’t be able to re-open it.

Claim:

If you can’t reach a resolution during the dispute process, you can escalate the dispute to a claim.   When you escalate to a claim, PayPal will get involved and decide the outcome.  PayPal may email you to provide additional information or to ship the item back.

More Details:

If you’re unable to resolve your dispute, you can ask PayPal to investigate by escalating the dispute to a claim.  PayPal will review the case and decide the outcome (usually within 30 days or less).  You can escalate to a claim any time within 20 calendar days from the date the dispute was opened.  A dispute will automatically close if it isn't escalated to a claim within 20 days.   Closed disputes cannot be reopened or escalated to a claim.   Please check the Resolution Center to see any messages that are part of your dispute.

Here’s how to escalate a dispute to a claim.

* Go to the Resolution Center.
* Click View next to the dispute you want to escalate.
* Click Escalate this dispute to a PayPal claim near the bottom of the page.
* Follow the instructions.
* Click Escalate to a claim.

PayPal will email you to let you know your claim was received and will continue to email you with updates and any action or information needed by you.  PayPal can usually decide cases in 30 days or less, but sometimes it can take longer.  You can always check the status of your claim by visiting the Resolution Center.
