ebay has ruled in favor of my appeal and have informed me that I will be getting a full refund to my paypal account. I was informed by eBay that I don't have to sent the item back to the seller. My question is-does the seller loose the money for the item?

No I was willing to send back the item to the seller, but received the appeal decision in my favor.

does the seller have a no return policy?

if so,when he loses a case,buyer needs not return the item as he does not want the item back,thats how they interpret no return when someone insists on returning.

The decision to not return would be according to eBay polcies.  Sellers understand the risk with certain product disputes.

you can contact the seller if he wants the item back,if so,send you a return label.
