Account still limited after completing Resolution Center checklist

After receiving this email yesterday, my account is still limited even though the Resolution Center shows all steps completed (Photo ID, Address, SSN). Under "Account impact" in the Resolution Center it states I that despite this I can add money (the only limitation is "Close PayPal Account"), but attempting to withdraw from my checking account to PayPal balance results in: "Accounts with limited access may not perform this type of electronic transfer."
Does anyone know what is going on? Any help would be greatly appreciated.

Issue is solved. Received the same email again last night but account limitations are actually removed now.
