Account limitations and NO way to get in touch with customer service

Our business account is limited for a few weeks now. We uploaded all docs a couple of times, but the request for address gets highlighted every time. No idea what other documents (ID, address, etc all sent) would be needed and there is absolutely NO way to get a hold of someone in customer service.

Any suggestions from the community on how to find out what else is needed or how on earth you can get a hold of someone at Paypal?
