Hello, I've recently migrated from a personal to buisiness account to have Express checkout benefits. When I go to the All tools and select the API box, and then click the "Manage API Permission" it seems to load something and then flashes back to the original screen with the API permission buttons.

That's definitely not what's supposed to happen! I would advise reaching out to our Merchant Integration Technical Support Community to see if this is a common issue and what solutions we have for this. I apologize for any inconvenience this may cause!
