A payment with tracking that shows delivered is still held.

Its's an eBay non-performer.  The tracking shows it's been delivered and it's well past the 21-day mark but PayPal has still not released the funs. What can I do?

Your best bet is to give them a call and ask them to release it manually for you.

Is there an email address I can use?  I have a really hard time making phone calls.  It's an anxiety thing.
