Does PayPal do 2 Factor Identification, and how do you set it up if they do? Also, can you use Yuibkey with PayPal.

If you're referring to the method of logging in to your PayPal Account and then being sent a text message with a code that validates your identity - yes. It's called a Security Key and can be enabled from your Account Profile.
