2-wk payment delay- and package stil not recieved

I used the 14 day delay of payment option on an order (recieve and then pay).  It has been two weeks, the item is still not here and looks like it will be closer to 4 weeks before recieving.  Is there a way to stop payment until I actually recieve the item?

The rights and obligations of the PayPal Purchase Protection program, as described in the PayPal User Agreement, will apply to any eligible purchase using PAD. If you file a Purchase Protection claim before you are charged for a PAD purchase, then PayPal will not charge you until the claim is resolved. You authorize PayPal to charge your bank account for the full amount of the purchase if you lose the Purchase Protection claim.

So file an Item Not Received dispute.  If you win, you won't be charged.

PAD is 14 days from the day you place the order,so you may have already been charged,check your bank account
