When receiving payment, why should I have to send out money through western union, just to receive my payment from a customer? Definitely sounds like a scam.

That is a scam!

Do NOT do it..

Paypal will NEVER require you to use another financial transfer service like that. 

Never rely on just an email from Paypal- no matter how official it looks. Log into your account and if the money doesn't show up as available/received, it isn't there! 

Good for you for checking first! Many people didn't and lost their money.
