pending payment/refund

I have been waiting  on a payment to go through . It hasn't went through yet . I had to refund the money to this same person I have been waiting  on there money to go through.. So instead eBay refunded there money and took the money off my card instead of there money.  Anybody know what to do ?

i think i have the same issue iwant to refund the buyer but his money is on hold and i dont want it to come out of my bank
