Someone I would like to buy from doesn't have an active paypal account so they have asked for a bank transfer. Can I still do this through PayPal? I thought I saw something the other day but I can't find the option now.

If they don't have a paypal account then you can't pay them via paypal.
Its only if a buyer does not have an account that they can still pay a seller via paypal directly via a card.
If you use direct bank transfer you will have no buyer protection.
Advice is voluntary.
