iTunes declining payment from PayPal balance

I have been using my PayPal with my iTunes account for awhile.  I have a current PayPal balance of 19.72 yet Apple says I owe them 7.32 and when I try to run my PayPal through, it just says the transaction was declined.

Any idea why?

I am having the same issue! Did you find a way to fix it?

APPLE store does not use payment from your Paypal balance.

You must have a CREDIT CARD on file for Paypal to work with the Apple or iTunes store.  : (
