Assuming you have a US PayPal Account, you can't. 

You can withdraw funds to your bank account (no fees), request a paper check (fee for processing) or if you have a PayPal MasterCard Debit Card, you can withdraw funds from your PayPal Account Balance at most any ATM (fees apply).
