im confused. i had a buyer send me 45.00 for an item however i only received 43.39 of it on my end. why do i have to pay these fees and how can i fix this or cant i??? thanks

Paypal is not free, their staff do like to have a pay cheque at the end of the month and not work for nothing !!!!
If you are selling then yes of course you pay a fee to be able to receive instant payments including from credit cards from buyers.
There is nothing to "fix" .
Advice is voluntary.
