1) The recipient doesn't have a PayPal account and haven't claimed the payment/money you sent yet.
2) The recipient does have a PayPal account but turned on manual claiming of payments and haven't claimed the payment/money you sent yet.
If after 30 days the money isn't claimed, it automatically goes back into your PayPal account.
