Why was I charged tax on an out of statepurchase? This has not been done in the past.

I purchased a lawn dump cart from a seller in New York. The price was $129. and change, The pay pal billing charged me tax on the sale, yet the purchase price shown on my ebay purchase history shows $129 and chage Whats going on?

You will need to contact the seller. It is the seller PayPal account which determines how sales tax is collected.
For now just ask the seller for a refund of the sales tax portion.
