Why is the "order status/actions" field in my orders blank?

Under "My Account/Overview/My Recent Activity" I have orders with an "Payment status" of "Pending".

The "Order status/Actions" field is blank. Isn't there supposed to be a little pull-down menu for "Order status/Actions"?
