Using backup funding to process a refund

I was trying to send a refund, but didn't quite have enough money in my PayPal account.  The process was denied.  Why didn't PayPal take the rest of the money from my backup funding source (credit card) ?

Hi lindaluvzcatz,

Refunds cannot be funded by credit card.  You will need to add sufficient funds to your PayPal account or link a bank account to your PayPal profile.
