Unable to process PayPal Sandbox with Express Checkout

I am trying to test PayPal Express Checkout in Sandbox, but it shows a message below after logging in.

"We aren't able to process your payment using your PayPal account at this time. Please go back to merchant and try using a different payment method."

The scripts worked until last month, so it might be caused by SSL Certigicate Upgrade, but not even sure about this.

Anyone knows where to look at?

Your Apache server needs to be running the version 2.4, if you have the old 2.2 you'll not be able to use the Sandbox anymore. The OpenSSL you need doesn't work with the 2.2, check that first and update it.
