I made a deal with this guy that he would pay me $20 for some of my in game weapons on the game Counterstrike Global Offensive. The deal was he would send me the money through PayPal, and I would send him the gun he requested on the game. Since you may not know what this is, what sums it up is we agreed 20$ for an item.
He said he is from Slovakia. He told me he moved there when he was 16 to find a job and has lived there since. He said he is 20 years old.
He sent me a PayPal invoice for 20$, and down at the bottom it says:
Terms and conditions
You will get your money within 24 hours. This gift cannot be canceled in transferring time.
This is a PayPal Gift. The amount can take up to 24 hours to reflect in your PayPal balance. This gift is non-refundable.
So far I have not received the money, and he said when he has done United States transactions before it takes about 3-10 hours depending on the servers. He said to me that he had to go for dinner, and I checked and it was 5:20pm in Slovakia at the time. He said he would not be on later that night, and he had to work early the next morning. I proceeded on Steam to send him the weapon through their trading system, and gifted it to him assuming I would receive the money in the invoice.
Knowing it is illegal to scam, I took screenshots of our conversation along the way expecting the worst in case he was a fraud. I will add some of these screenshots.
Anyways, I am wondering if this man is a scam or not, and whether or not I can recieve my weapon back on the game through Steam if it is in fact a scam. Since scamming is illegal I would assume there is some way. Please leave your answer below and tell me how to take care of this situation and get what is mine.

The invoice is a scam
When u are selling something people do not send u an invoice they just pay the money into your ppal and u will see the payment in your account, and receive a confirmation email from ppal informing u of your payment
Sellers send invoices buyers pay them
Why send an item when u havent been paid?
Since u have already sent it there is nothing u can do now

Unfortunately you may have an issue.
If I understand your post, you are the seller - if that's the case you, would send the buyer an invoice - buyers "never" send invoices and especially one with terms. PayPal has their policies outlined in the User Agreement and their policies trump any policies set forth by a Seller.
Next as a Seller, it's not in your best interest to accept a payment categorized as a "Gift". This is a common mistake which scammers take advantage of. From PayPal"s perspective, it simply appears to look like one person sending another person some money. PayPal looks at the documentation in your Account transaction history first for the details. If your transaction record showed you sent an invoice for an item and it included a description of the item, then you have the right documentation.
However, if this item is intangible meaning you cant ship it, track it or insure it if applicable, the transaction would not qualify for Seller Protection. This is also explained in the user agreement. (Intangible items such as digital goods are not covered for either Seller or Buyer Protection.)
Last, as a Seller, you don't ship an item if you have not received the funds. Note, there are exceptions to that statement but, it normally pertains to new eBay Sellers or Merchants who have not yet established a selling history.
Sadly this transaction is wrong on many levels and there's a very good chance you won't see your money.
