In sending money to my wife in Colombia, where does she claims it?

Can she claim the money elswhere other than a bank?

She can have it sent to her paypal account.

She can withdraw it to any US bank account linked to her paypal account.

Then what? Most people in Colombia or any foreign country do not have US bank accounts. How do they access the money they received via PayPal?
