If someone wants to send money to me....do i need to verify my identity such as the personal info that Paypal wants?

You can receive payments without verifying anything, but there will be limitations on the account and it is generally recommended to go ahead and verify the account by adding a bank account, and confirm it by adding a credit card where the billing address matches your shipping address on file with PayPal.
Again, though, you don't have to. If somebody sends you money the cash will sit in your PayPal account and you could simply spend it out of there.
