Query on credit card link

Hi,

I have linked credit card in paypal and i was charged for a sum of rupees 66. Is this chargable . Heard linking credit card / debit card are of no cost and applicable only for transactions.

The payment is deducted when the code is sent to verify your card.

Once you have verified with the code the fee is refunded.
