I received a refund and the lady sent it like she bought something from me now my payment is on hold for 21you days. How can that be changed?

You could refund that payment and request that she use the refund feature to refund your original payment.  Let her know that's the best way to do it anyway so that she can get refunded the original fee she was charged by PayPal (other than the 30 cents).
