Payment sent to me didn't register with paypal. Having trouble contacting Paypal.

A payment was sent to me by CD Baby weeks ago. I have the original confirmation email from CD baby and the transaction number, and I've also contacted the sender twice and confirmed it was sent to the proper paypal account. Now I need to contact PayPal about this, and I can't seem to figure out how to do this for this issue. Maybe that option is just temporarily unavailable?

There's a Contact Us link on each page of your Account and there's also the same link on the main PayPal Page for logging in.
