Payment is being declined even though I have available funds in my Paypal balance

I am trying to make a payment through a 3rd party payment service. Epoch.com
I have enough funds in my paypal balance, and that is what I am selecting to complete the transaction.
However after I enter my email address, it is saying that the payment is declined.
I've contacted epoch.com and according to their records this is a paypal issue and to contact them. (unfortunately paypal offices are closed already).
Does anyone know what might be happening? Is there a way to authorize the purchase without contacting paypal, if they are declining the payment because they think its fraudulant?
