Paying for services to a personal account

Hello,
I have a personal account and I'm trying to pay for a service to a person who did a little online job for me. The person has a personal account and is located in Arab Emirates. The amount is a little bit more than 1000 US. Now, Paypal tells the person that she can not receive this money. Is there anything to do about that?

The recipient has to resolve whatever issue causing her not to be able to receive money first.

The recipient may need to go into their Seller Prefs settings, and Update their Block Payments settings to not block payments initiated by the Send money tab.

There are some currency problems in accepting AED.
