PayPal won't let me send money

I am trying to send money to someone but says can't send money at the time I am verified email and phone

I am not sure but this may help you, but it may lead to finding a solution:

Do you currently have funds in your paypal account, that is less then or equal to the amount you are sending to the individual?

As I am not too sure if it works if you don't have any funds in paypal, yet have paypal set to withdraw from your chequings account automatically when making payments.

As that may be the case or maybe not.

Oh sorry Im not too familiar with pre-paid cards.

Just maybe double check to see if there is funding on each one, or if there is some sort of code to enter before hand, to use? Like those gift cards at the mall, with their own individual pin code.
