I have a large PayPal balance and when I log in and view my Settings, PayPal displays a message indicating: "If you have a PayPal balance, we'll use it first."
But.....PP is NOT doing that and instead they ignore my PP balance and charge my linked Bank Account. Why?

Nope, the PP balance with the green check mark doesn't do anything when you click on it. It's default.

From that, I would guess that -- maybe -- when a a person clicks on PayPal, at Checkout, he/she will be taken to the PP site where "Pay with PP balance" can be selected as the Payment Method.
??? Total guess on my part. 🙂
