PayPal ignores my account balance every time and charges my credit card directly, why?

I've a business Egyption PayPal account (I'm not sure if the account country matters) and the balance of this account gets funded by the sales my customers make, although this balance is Not Pending, whenever I make a payment (which amount is less than the current PayPal non-pending balance), that amount is deducted from my credit card leaving the account balance intact.

What could I do to make the payment get paid from the account balance not from the linked credit card?

Are the funds in your paypal account balance in the same currency as the person you want to send money to??

Yes, both my account balance & the transaction are in USD (I don't know if the person's account currency should be the same as the transaction currency), and this is not limited to certain vendors, this applies to all of those I've sent payments to before.

OK then that is very weird, I think your best bet is to contact customer services and get them to look at your account and see why it is happening.

Yes the currency has to be in the same currency as that person can accept.

Anyone can "add" a currency to their paypal account balance but if they don't have it added then they would have to "claim" the payment. BUT you can only send funds from your paypal account balance in the currency that they can accept at the time its sent.

Best ways to contact customer services are >>>

1. Click on the words "Contact" at the bottom of your paypal account summary page and use the phone option (if there is one in the country you are in) > click on the "call us" option on the left (fees "may" apply so check the cost with your phone tariff first, as you sometimes have to wait a while to connect).

When you get through don't select any options just hang on till you get transfered to an agent or say the word "agent".

I've tried to send a message to PayPal on Facebook before about an other issue, but this was their reply:

I think that they are not in charge, anyhow, I'll find a way to contact them & I'll post here again when I find a working solution.

Yes I can, but I don't think that they have a customer service office in Egypt, and I'm afraid that the phone conversation might not be fully understood at the two ends of the line as my vocal English is not so good!
