Insufficient funds fee

Hello.

Recently, I purchased a code for college lab @ Turing's Craft, Inc. It cost $25. My statement:

        ACH Debit

PAYPAL INST XFER ************** WEB ID: PAYPALSI66

        $25.00

Next statement I see is this:

        Fee

INSUFFICIENT FUNDS FEE FOR A $25.00 ITEM - DETAILS: PAYPAL INST XFER ************** WEB ID: PAYPALSI66

        $34.00

Anyone can tell me why I lost my $34? I can't understand the reason why did they took that money from me.

Same issue--I have an alternate credit card on file.  Why wasn't that accessed?  Instead, I was dinged $34.  This is my first overdraft in nearly 20 years and was a simple error on my part.  However, I have a second card on file as a precaution against such mistakes.

So, why wasn't the back up credit card used and how can I get my fee back?

Why ?????

Because the bank transfer bounced, that's why Paypal charged you a NSF fee.

Yes you had a back up funding source (credit card), but you original source still bounced.
