Instant bank account linking no longer available?

Hello, I am unable to link my bank account instantly anymore. The option where you put the information in, then log into your bank account username/password and it links with paypal right then and there.

Now it tells me 2-3 days which is unbelivably inconveinient; especially since you can do it when you open a new account. 

I would call customer service HOWEVER the money pending in my account is what was going to be used to pay my phone bill and now I am unable to do that because of this issue.

Could a staff member tell me what the issue is?
