Help! I'm feeling very stupid because I cannot figure this out.
I am trying to pay someone from my paypal balance, but I have to transfer the money to their bank account (as in not my own) because they do not have a paypal account. How do I do this?

Unfortunately what you have in mind is not possible thru PayPal. The system is designed for sending money from on PayPal Account to another PayPal Account.
You could use the Send Money feature however, the receiver must have a PayPal Account or open a PayPal Account in order to accept the money. Once the receiver accepts the money, the funds are deposited into their PayPal Account Balance.
