How could i send the money form my balance to my friend but my account is limited to send ?

Contact PayPal customer service.

Click on the "contact" link at the bottom of the page for options.

When you received your limited notice from PayPal, there should have been some information.  Most likely you can do nothing with your account until the limit is removed.
