I want to order goods from China, but I want to receive the goods before paying, because of fraud and all that. Can I get an advice from someone that has done this before.

Don't use PayPal. 

You would need to work directly with the seller for doing a transaction that way.

PayPal does not work that way.  You would need to work out a deal with the vendor.  Some vedors allow you to setup accounts with a line of credit.
