Cannot send payment to new account

Hi all. I'm trying to figure out why I cannot send money. The account was just set up today by the recipient with the email address j****_y***@yahoo.co.jp, but when I try to send money it says "Sorry, this recipient can’t accept payments right now."
We have both tried looking at the help section but could find nothing to tell me whats going on. Any help would be greatly appreciated.
