I try to buy something from Newegg.ca and it says i have to resolve my paypal balance before i can make any more purchases. So i go to paypal and try to add funds so my paypal balance is $0.00. but a message just comes up saying "You may not add funds at this time. It is not necessary to have funds in your PayPal balance in order to send a payment." even though my balance is -$37.06? I Have bank account linked and a card linked.
