Hi, I payed this guy 10 days ago to make a background for my website for me. I sent him money, well after i sent the money he hasn't contacted me since then and i see him post on twitter and skype and hes ignoring me. I opened a dispute but it can't open because it's not a product transaction:/ Please help me before it's too late. He scammed me. PLEASE HELP!!!
Unfortunately if you simply used the Send Money feature, sad to say, you're out of luck. The User Agreement outlines what is protected and what is not.
OP purchased an intangable item so ther is no Paypal buyer protection.
OP if you funded the Paypal purchase with a credit card or branded bedit card (m/c, visa), contact the card company and see if you can do a chargeback.
