Automatic, fee-less withdrawals

Can you setup your paypal account to automatically withdraw the funds to your visa card in a non-US country?

So the $5 dollar fee can be avoided at manual withdrawals(some of my neighboring countries actually have 0 fee for manual withdrawal too)?

Not all countries have the same PayPal features and options.  Normally withdraws are a manual process for both bank accounts and credit cards.   You can always double check with customer support if you have questions.
