American son studying in UK - how to set up account?

My son will be studying for his BA in Scotland. It is looking like the easiest way to send him money is to pay pal it from my account to him in pounds. He can then transfer it into his UK bank account and use it as needed. I have a few questions though -
- I am still checking to see if wire transfer (bank to bank) might be cheaper for large sums - like his tuition - can anyone direct me to the pay pal fees for personal transfers - I can only seem to find business transfers.
- He does not have a pay pal account yet - any suggestions on how to set this up? Can he have it hooked to a US account and a UK account? Can he have both currencies (£ and $) and which one should be primary?
