There are different types of hold. If you are not an eBay seller, there is there's some factors on your account that triggered the hold to be added on your account. It could be the number of sales, erratic amount of money you are receiving tagged as Payments for Goods and Services, chargeback/disputes, etc. You can check your notifications. Sometimes, you can graduate from that hold simply by confirming your identity.
You can also call customer service directly so that they can tell what type of hold you are experiencing. If it is a One Off Hold, then you can't graduate from that. All PayPal users can have their transactions be placed on hold under One Off Hold unless it's a personal payment.
