cancelling a payment

For some reason im not seeing where i can cancell a mistaked errand payment.

You can't cancel a completed payment.

I have been trying to figure out how to cancel a payment that has been" complete " but not received. I only sent $20 but need to see if they could collect but found they dont have PAY PAL and will not join so now I trying to get money refunded back into my account. I am grateful didn't send $2000 that I owe.
