Pending payment from buyer

This is my first transaction with Paypal. I have recieved notification that the money has been withdrawn from the buyers account

and that I need to pay the shipping fees up front before theyPaypal can complete the transaction.

I applauded paypal for the security measures that they are taking my question is it normal to pay a shipping fee up front before

the payment is released?

this is a large sum so before \i wire the funds I just want to make sure it is a ligitimate process.
