My friend wanted to use Paypal, so he joined it recently. He already confirmed his bank account, but isn't going to link his credit/debit card. But he isn't allowed to pay/send money for some reason. I don't have any credit/debit card linked to my account, either, yet I am able to pay by my connected bank account. Why is he being obliged to link a card?
