PayPal Proof of Identity Documents

I currently got limits placed on my Paypal account and I've completed 3/4 steps to clearing the limitations.

Paypal is requesting I upload proof of insurance with my DOB or a CPP contributions statement. 

Both of which I do not think i have, or if I do I don't really know where to go looking for them, can someone tell me how I could get the limited account removed without having to provide these documents if I do not have them?

Anyone in Canada, outside Quebec, can access their CPP information, and download it as a PDF. You can then upload this document for PayPal to use as ID to lift your limits.

This is ridiculous.  Even though I've worked in Ontario in the past I actually can't get a CPP statement because I live in Quebec:

There is NO SUCH THING as "proof of insurance with date of birth".  Unless my driver's license counts?  (after all it comes from the Société de l'Assurance Automobile du Québec!)

 

I'm pretty sure I will end up closing my PayPal account because of this insanity.
