Cancelling a payment

How do I cancel a pending transaction?  I tried to place an order with a company, and pay with Paypal.  The payment went through, but the order did not.  

I had to submit the order again, using a credit card.  So, I now have $ I would like to access as the merchant was paid.

I made an order for a sweater, and used paypal as i don't have a credit card. The transaction didn't go through so there is no need to transfer from my account. I thank you for you help in this matter......
