Can anyone help i keep getting this Message 3019 error

iam just tyring to connect 2 emails but the Message 3019 error keeps poping up it says 

To properly enter the link:

1. Copy and paste the first line of the URL into the address bar of your browser window.
2. Copy and paste the second line in the address bar of the same browser window, directly after the first line.
3. Make sure there are no spaces in the newly formed link.
   
   but i am not sure what the heck that means could anyone help please thanks

It's very easy, forget the address and copy the confirmation number that's in the lower part of body of the confirmation email you received.  Then sign into PayPal, click confirm email on the middle right of the page.  In those instructions there is a Hyper text link for email troubles, click that for a place to enter the long number from you're email.
