error code : 70020 (ebay) i need help

i bought an item off ebay like i usually do and when i go to pay with paypal i get error code 70020 how do i fix this problem does anyone know

Is your PayPal Account verified?

It probably means your paypal account  is in the red.  Sign in to paypal and check your balance.  Cheers!
